You can trade cards via the Game Link Cable with a pal who has a Game Boy system and a Pokémon Trading Card Game Pak. You can Card Pop! with a pal via your GBC's infrared port. But the key to winning cards is by defeating computer-controlled Trainers. Some of the cards you find aren't in any Wizards of the Coast card pack - they're only available in electronic form.
